Requires probationary police officers, including university police officers, to receive training in the use of electronic control devices (stun guns and tasers), including instruction on the psychological and physiological effects of these devices on humans.

Defines "electronic control device" as any battery-powered device that fires barbed wires or makes direct contact with a person to disrupt their nervous system and render them incapable of normal functioning.

Directs the Police Training Board to randomly inspect local police departments and university police departments between January 1, 2014 and December 31, 2015 to verify that officers received appropriate training in electronic control device use.

Requires the Board to compile inspection results, analyze the data, and submit a report with findings and recommendations to the Governor and General Assembly by June 30, 2016.

Repeals the inspection and reporting requirements on July 1, 2016.
