Eliminates the provision allowing actions to be commenced in any county when all defendants are nonresidents of Illinois; instead restricts such actions to the county where the transaction or cause of action occurred.

Removes "or is doing business" language from the definition of corporate residence for venue purposes, limiting residency to counties where a corporation has its registered office or other office.

Removes the provision allowing actions against insurance companies incorporated or doing business in Illinois to be brought in any county where the plaintiff resides.

Requires dismissal for lack of proper venue if no defendants are residents of the State and the transaction giving rise to the cause of action did not occur in Illinois.

Applies all changes to actions filed on or after the bill's effective date, which is upon becoming law.
