Amends the State Employees Group Insurance Act of 1971 to exclude new members of the Regional Transportation Authority Board, Suburban Bus Board, Commuter Rail Board, and Chicago Transit Authority Board from group insurance coverage effective upon the bill's enactment.

Amends the Illinois Pension Code to exclude new members of the same four transportation authority boards from pension benefits with respect to their service on those boards, effective upon the bill's enactment.

Applies prospectively only to individuals who first become board members on or after the effective date of this act; does not affect current board members' existing benefits.

Takes effect immediately upon becoming law.
