HB0154 Summary: Family and Personal Protection Act

• Creates a concealed carry licensing system requiring the Department of State Police to issue 5-year licenses to applicants meeting specified qualifications, including being at least 21 years old, possessing a valid Firearm Owner's Identification Card, completing firearms training, and passing background checks.

• Establishes application process through county sheriffs with $65 application fee ($25 retained by sheriff, $40 to state fund) and requires licenses to be issued within 45 days; applicants may file for mandamus if Department fails to act within 45 days.

• Prohibits concealed carry in specified locations including government buildings, courthouses, schools, child care facilities, gaming facilities, stadiums, public libraries, police stations, and detention facilities, but allows municipalities and private entities to set their own policies with limitations on public housing and transportation facilities.

• Creates Citizen Safety and Self-Defense Trust Fund to be funded by application and licensing fees to cover administrative costs of the concealed carry program.

• Amends Criminal Code and Freedom of Information Act to clarify that licensed individuals may carry concealed handguns consistent with this Act and exempts concealed carry application and license holder information from public disclosure.
