Mandates disclosure to patients of any known intended commercial use of their removed tissue as part of the informed consent process.

Allows patients to share profits from commercial research use of their tissue through contractual agreements, including negotiated flat fee options.

Establishes that diagnostic and therapeutic alternatives offered by physicians must conform to medical standards and cannot be influenced by commercial research potential of patient tissue.

Amends the Criminal Code to permit purchase and sale of blood, plasma, blood products, other body fluids, and human hair removed pursuant to the Medical Patient Rights Act's commercial research provisions.
