Requires persons with valid Firearm Owner's Identification Cards to report loss or theft of a handgun to local law enforcement within 72 hours after discovering the loss or theft.

First violation of the reporting requirement is a petty offense; second or subsequent violations are Class A misdemeanors.

Authorizes the Department of State Police to revoke and seize a Firearm Owner's Identification Card if a person fails to report the loss or theft of a handgun a second time within 72 hours.

Amends the Firearm Owners Identification Card Act and the Criminal Code of 2012.

Effective immediately upon becoming law.
