Amends the Counties Code to establish a pilot project in Lake County regulating new telecommunications facilities (excluding AM radio towers)

Requires telecommunications carriers to submit documentation including proposed location, site plan, and elevation for any new wireless facility requiring a new tower structure

Grants Lake County 7 days to review proposals and either approve the location or request a meeting within 7 days to discuss alternative sites

Requires carriers to provide radio frequency engineering criteria and facility search ring maps at the meeting, and the county has 21 days to propose an alternative site that meets technical requirements without materially increasing construction costs

Allows carriers to proceed with the original proposed site if the county fails to propose an alternative, the alternative doesn't meet engineering criteria, increases costs materially, or the carrier cannot obtain a lease within 90 days at comparable rates
