Amends Illinois Vehicle Code to authorize Secretary of State to issue special registration plates designated as Prince Hall Freemasonry license plates.

Special plates may only be affixed to passenger vehicles of the first division or motor vehicles of the second division weighing not more than 8,000 pounds.

Applicants charged $25 fee for original issuance in addition to regular registration fee, with $10 deposited to Master Mason Fund and $15 to Secretary of State Special License Plate Fund.

For each renewal period, applicants charged $25 fee in addition to regular registration fee, with $23 deposited to Master Mason Fund and $2 to Secretary of State Special License Plate Fund.

Plates expire according to the multi-year procedure established in Section 3-414.1 of the Illinois Vehicle Code.
