HB0494 Summary

• Establishes a moratorium on new charter schools with virtual-schooling components in most school districts from April 1, 2013 through April 1, 2014, excluding districts under Article 34 and existing or previously approved virtual charter schools.

• Requires the Commission to submit a report to the General Assembly by March 1, 2014 analyzing the effects of virtual-schooling on student performance, associated costs, oversight issues, and providing policy recommendations.

• Limits charter school operations established after the effective date in cities with populations exceeding 500,000 to one campus only.

• Prohibits newly established charter schools in cities with populations exceeding 500,000 from contracting with for-profit entities to manage or operate the school through the 2004-2005 school year.
