Amends the Children's Privacy Protection and Parental Empowerment Act to prohibit the sale or purchase of personal information about children without parental consent.

Establishes an exception allowing sale or purchase of personal information when conducted as part of a lawful criminal or civil investigation.

Applies to any individual known to be a child at the time of the transaction.

Effective as of January 1, 2004 (original enactment date of underlying statute).
