Adds a new requirement that persons aged 18-20 years old must successfully complete an adult driver education course to obtain or renew a driver's license in Illinois

Establishes Section 6-107.5 requiring the Secretary of State to create rules for a minimum 6-hour adult driver education curriculum covering traffic laws, highway signs, motor vehicle accident causes (including impaired driving, distraction, speeding, texting), and alcohol and drug awareness

Permits certified course providers to offer the adult driver education course online if adequate procedures exist to verify student identity and course completion, with electronic verification methods established by the Secretary of State

Requires course providers to charge a $5 fee per student, to be submitted to the Secretary of State within 14 days and deposited in the Driver Services Administration Fund to offset program administration costs

Takes effect July 1, 2014
