Expands predatory criminal sexual assault of a child to include any contact between sex organs or anus of one person and body of another, not just penetration.

Increases penalties for predatory criminal sexual assault of a child, including minimum 50-year sentences for offenses involving great bodily harm, and mandatory life sentences for offenses against multiple victims or repeat offenders.

Creates new offense of "failure to report sexual abuse of a child" for adults over 18 who personally observe sexual abuse of a child under 13 and knowingly fail to report to law enforcement.

Imposes Class A misdemeanor penalties for first violation of failure to report and Class 4 felony penalties for subsequent violations.

Provides exceptions to reporting requirement for those making timely efforts to stop abuse through mandated reporter channels or law enforcement, and affirmative defense when reporter reasonably fears death or serious bodily harm from retaliation.
