Prohibits Illinois Global Partnership (IGP) board members, executive director, employees, and their immediate family from receiving IGP grants, contracts for goods or services, or holding direct financial interests (over 5%) in IGP grantees or contractors.

Prevents IGP board members, executive director, employees, and their immediate family from soliciting or accepting gifts from entities that have IGP grants or contracts, as defined under the State Officials and Employees Ethics Act.

Bars IGP board members, executive director, employees, and their immediate family from having travel expenses related to IGP business paid or reimbursed by entities with IGP grants or contracts.

Requires IGP to develop a comprehensive 2-year plan stating its mission, goals, and strategy, with revisions and updates as necessary.

Mandates IGP to file its current 2-year plan and progress report with the Governor and General Assembly annually beginning July 1, 2013.
