Amends the Juvenile Court Act of 1987 to require courts to order parents, guardians, or legal custodians to attend antigang violence parenting classes when a minor is found delinquent for a gang-related offense and is a first-time offender retained in parental custody.

Department of Children and Family Services shall establish curriculum for classes including victim impact sessions, identification of gang and drug activity, effective adolescent communication, support agency resources, criminal penalties, and parental liability for aiding crimes.

Parents, guardians, legal custodians, and the minor's estate are liable for class costs unless the court finds insufficient financial ability to pay, with courts considering household income, obligations, dependents, and payment plan options.

Defines "gang-related" offense using the same meaning established in the Illinois Streetgang Terrorism Omnibus Prevention Act.
