Creates the Gang Crime Witness Protection Act of 2013 and establishes a program administered by the Department of State Police to assist victims and witnesses aiding in the prosecution of gang crimes.

Defines "gang crime" as any criminal offense committed by a gang member in furtherance of gang activity, as defined under the Illinois Streetgang Terrorism Omnibus Prevention Act.

Authorizes financial assistance for temporary living costs, moving expenses, rent, security deposits, and relocation expenses upon application by a State's Attorney, Attorney General, or police chief with prosecutorial approval.

Requires counties to fund at least 25% of assistance costs, with the state program reimbursing up to 75% of county expenses, and limits any single county to no more than 50% of available annual funding.

Creates the Gang Crime Witness Protection Program Fund in the State Treasury and requires transfer of all existing Gang Crime Witness Protection Fund moneys within 30 days; program begins operation July 1, 2013.
