Creates Public Safety Diver special registration license plates available for passenger vehicles, motor vehicles under 8,000 pounds, and recreational vehicles with Secretary of State approval.

Establishes a $45 fee for original plate issuance ($30 to Public Safety Diver Fund, $15 to Secretary of State Special License Plate Fund) and $27 renewal fee ($25 to Public Safety Diver Fund, $2 to Secretary of State Special License Plate Fund).

Creates the Public Safety Diver Fund as a special state treasury fund to provide grants for training, standards, and equipment to public safety disciplines and local government units involved in diving and water rescue services.

Directs the Illinois Law Enforcement Training Standards Board to distribute Public Safety Diver Fund moneys as grants with the Public Safety Diver Advisory Committee recommending distributions to achieve equitable allocation between police, firefighting, and public safety diving services.

Authorizes the Secretary of State to allow plates to be issued as vanity or personalized plates and to determine appropriate documentation requirements for applicants.
