Excludes pure water from the definition of "bait" in wild turkey and deer hunting regulations, allowing hunters to use water without violating baiting prohibitions.

Applies the pure water exemption to both Section 2.11 (wild turkey hunting) and Section 2.26 (deer hunting) of the Wildlife Code.

Maintains existing restrictions on other baiting materials including food, salt, minerals, and other ingestible products for both turkey and deer hunting.

Specifies that an area remains considered "baited" for 10 consecutive days following removal of bait, regardless of the pure water exemption.

Takes effect upon becoming law with no specified delayed implementation date.
