Amends the Mental Health and Developmental Disabilities Code to add clinical professional counselors to the list of professionals authorized to order restraint and seclusion for recipients, alongside physicians, clinical psychologists, clinical social workers, and registered nurses with supervisory responsibilities.

Permits clinical professional counselors to order temporary emergency restraint and seclusion when other authorized professionals are not immediately available, with subsequent review required within 2 hours.

Maintains existing safeguards including the 2-hour initial limit on restraint and seclusion (requiring physician or supervisory nurse confirmation to continue), maximum 16-hour orders, and 48-hour waiting periods before reuse without facility director authorization.

Requires clinical professional counselors to follow the same documentation, observation, and notification procedures as other authorized professionals, including informing facility directors within 24 hours and ensuring recipients are advised of their right to notify advocacy organizations.
