County boards may demolish, repair, or enclose dangerous and unsafe buildings outside municipality territories and remove hazardous materials, with township formal requests requiring county board action within 60 days or written decline.

Counties with health departments may demolish or repair dangerous buildings in cities, villages, or incorporated towns with populations under 50,000 upon formal request.

Costs of demolition, repair, or removal become a lien on the property superior to all prior liens except taxes if filed within 180 days; liens may be enforced through foreclosure or separate civil action.

Counties may declare properties abandoned if tax-delinquent for 2+ years, unoccupied, and containing dangerous buildings; property holders have 30 days to either enter appearance or request demolition/repair rights.

For open, vacant buildings posing immediate community hazards, county building officials may post notice and proceed with demolition within 120 days after mailing certified notice to owners and publishing in newspapers for 3 consecutive days.
