IL HB1023

Amends the Firearm Owners Identification Card Act by revising Section 13.1 to prohibit local governments and home rule units from requiring firearm training or instruction for firearm ownership or possession.

Declares that regulation of firearm ownership and possession is an exclusive power and function of the State, not local governments.

Prohibits home rule units from regulating the ownership or possession of firearms, explicitly identifying this as a denial and limitation of home rule powers under the Illinois Constitution.

Removes language that previously allowed municipalities to maintain ordinances requiring firearm registration or imposing restrictions greater than those in state law.

Takes effect immediately upon becoming law.
