IL HB1032

Prohibits state universities from offering tuition waivers, grants, scholarships, or other higher education benefits to children, spouses, or other family members of employees or contractors in any new or renewed contracts and collective bargaining agreements effective after the bill's passage.

Applies to all seven public Illinois universities: University of Illinois, Southern Illinois University, Chicago State University, Eastern Illinois University, Governors State University, Illinois State University, Northeastern Illinois University, Northern Illinois University, and Western Illinois University.

Allows family members to independently borrow money or apply for tuition assistance on merit-based grounds without preference or conflict of interest, but prohibits employer-sponsored benefits based on employment relationships.

Preserves existing contractual rights and tuition waiver benefits for employees and their families who obtained them before the bill's effective date.

Repeals existing provisions in each university's governing law that previously permitted children of employees with at least 7 years of aggregate employment to receive 50% tuition waivers.
