HB1040 - Open Operating Standards Act

• Establishes "Illinois Open Data" as an open operating standard requiring state agencies to make public data sets available through a single web portal linked to data.illinois.gov without registration, licensing, or use restrictions.

• Requires the Office of the Governor to publish a technical standards manual within 60 days establishing how public data will be published in raw or unprocessed form, using open standards for web publishing and e-government.

• Mandates each state agency submit a compliance plan within 120 days describing public data sets under its control and how its technology projects can support Illinois Open Data, with prioritization of data sets for the portal by December 31, 2014.

• Requires grantor agencies to publish data sets containing grant award information including grantee name, award amount, purpose, date, and duration on a publicly accessible website beginning January 1, 2014.

• Directs state agencies to evaluate and adopt safe, secure cloud computing solutions before making new information technology investments, consistent with Executive Order 10 and federal cloud computing strategy.
