Reduces the firearm transfer record retention period from 10 years to 5 years from the date of transfer under the Firearm Owners Identification Card Act.

Requires transfer records to include the date of transfer, firearm description and serial number, transferee's FOID card number, and date of application for transfer (effective January 1, 2006).

Mandates that non-federally licensed firearm dealers conducting transfers at gun shows must request a background check from the Department of State Police before completing the sale.

Allows Illinois residents to purchase ammunition from in-state or out-of-state sellers if shipped via U.S. mail or private express carrier, provided they provide a valid FOID card and driver's license or state ID to the seller.

Takes effect immediately upon enactment.
