Non-federally licensed individuals selling or transferring concealable firearms to other non-licensed individuals must conduct the transaction at a federally licensed firearm dealer's place of business.

Federally licensed dealers must conduct background checks on prospective recipients following Section 3.1 procedures and may charge a fee not to exceed $10 per firearm plus applicable federal fees.

Exemptions apply to firearm transfers between spouses, parents and children, other specified family members, transfers by court order or operation of law, and transfers at gun shows.

All firearm, stun gun, and taser transfers must be recorded by the transferor for 10 years, including date, description, serial number, transferee's FOID card number, and unique identification number if at a gun show.

Residents may purchase ammunition from in-state or out-of-state sellers via U.S. mail or authorized private carriers by providing valid FOID card and driver's license or state ID prior to shipment.
