Creates the Chicago Educational Governance Task Force to recommend the best governance structure for Chicago Public Schools (District 299) to improve student outcomes.

Task Force composition includes 6 legislative appointees (3 from House Speaker, 3 from House Minority Leader, 3 from Senate President, 3 from Senate Minority Leader), plus the CPS CEO, Board President, teachers' union president, principals' association president, and student representative.

Speaker of the House and Senate President each appoint one of their members as co-chairperson of the Task Force.

Members serve pro bono and must gather information on various governance structures including elected school boards and mayoral control, and analyze data on the district's current governance.

Task Force must begin meetings in June 2015 and submit recommendations to the General Assembly by May 30, 2016; the Task Force is abolished and this section repealed on May 31, 2016.
