Amends the Counties Code to change the voting requirement for special use approvals at county board meetings from a simple majority to three-fourths of all county board members when a valid written protest is filed.

A written protest qualifies for the higher voting threshold if signed by: owners of at least 20% of the land to be rezoned, owners of land immediately adjacent to at least 20% of the perimeter, or a nearby municipality (within 1.5 miles) by resolution.

Requires protesters to serve a copy of their written protest on the applicant and applicant's attorney by certified mail at addresses provided in the special use application.

In counties with only 3 board members, a two-thirds vote (rather than three-fourths) is required when a valid protest is filed.

Prevents the county board from delegating authority to the board of appeals to grant special uses in cases where a written protest has been filed; delegation remains allowed when no protest exists.
