Amends the Regulatory Sunset Act to schedule the repeal of seven licensing acts on January 1, 2014: the Electrologist Licensing Act, Illinois Certified Shorthand Reporters Act of 1984, Illinois Occupational Therapy Practice Act, Illinois Public Accounting Act, Private Detective/Private Alarm/Private Security/Fingerprint Vendor/Locksmith Act of 2004, Registered Surgical Assistant and Registered Surgical Technologist Title Protection Act, and Veterinary Medicine and Surgery Practice Act of 2004.

Removes Section 2.5 of the Illinois Plumbing License Law from the January 1, 2014 repeal date.

Adds new Section 4.34 to schedule Section 2.5 of the Illinois Plumbing License Law for repeal on January 1, 2024.

Takes effect December 31, 2013.
