Authorizes the Secretary of State to issue special "The H Foundation - Committed to a Cure for Cancer" license plates for passenger vehicles and motor vehicles weighing not more than 8,000 pounds.

Charges a $40 fee for original plate issuance ($25 to Committed to a Cure Fund, $15 to Secretary of State Special License Plate Fund) and a $27 renewal fee ($25 to Committed to a Cure Fund, $2 to Secretary of State Special License Plate Fund).

Establishes the Committed to a Cure Fund as a special fund in the State treasury to receive and distribute revenues from plate sales.

Directs all money in the Committed to a Cure Fund to be paid as grants to the Robert H. Lurie Comprehensive Cancer Center of Northwestern University for funding scientific research on cancer.
