IL HB1240

Creates the Board of Legislative Repealers consisting of four ex officio members: the Executive Director of the Legislative Reference Bureau (chair), Deputy Director of the Legislative Reference Bureau, Executive Director of the Legislative Research Unit, and Associate Director of the Legislative Research Unit.

Directs the Board to investigate Illinois laws, regulations, and governing instruments to identify those that are unreasonable, unduly burdensome, duplicative, onerous, in conflict, or held unconstitutional by courts.

Requires the Board to establish a public online portal through the Illinois General Assembly website to receive public comments on laws and regulations for possible repeal or modification.

Mandates the Board to submit annual reports by February 1 to legislative leaders and the Governor with recommendations for repealing or modifying antiquated laws and proposed bills to implement those recommendations.

Requires all official Board actions to have the affirmative vote of all four members; effective January 1, 2014.
