Eliminates the definition of "Intercountry Adoption Coordinator" from the Adoption Act, removing the requirement for the Department of Children and Family Services to maintain this position.

Removes the coordinator's responsibilities to determine that preadoption requirements have been met and report information to the Department of Immigration and Naturalization.

Removes language requiring the coordinator to develop ongoing programs of support and services to families and children participating in foreign-born child adoptions.

Retains all other preadoption requirements for intercountry adoptions, including home studies, medical reports, bond filings, and compliance with Interstate Compact procedures.
