Establishes a pilot loan program at Wilbur Wright College in Community College District No. 508, subject to appropriation.

Provides low-interest loans to unemployed individuals enrolled in skilled labor retraining programs at the college.

Grants loan forgiveness equal to the full borrowed amount plus accrued interest if the borrower completes the program and works for a trade union for at least 5 years.

Requires the Illinois Student Assistance Commission to establish borrower eligibility requirements and adopt necessary rules to implement the program.
