IL HB1305

Adds Section 2QQQ to the Consumer Fraud and Deceptive Business Practices Act requiring providers of electric, gas, internet, telecommunications, and video services to disclose reasons for billing changes on customer statements.

Requires disclosure to specify whether a promotional offer has expired, whether taxes have increased or decreased, whether unit price rates have changed, or other reasons for the amount due change.

Mandates disclosures appear in 2 locations on the billing statement (top and near the amount due section) in bold print and different color with the caption "Changes In Your Bill" and include a customer service telephone number.

Designates failure to comply with these disclosure requirements as an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act.
