Establishes the Hospital Licensure Fund in the state treasury to support hospital licensure administration and patient safety initiatives, funded by hospital licensing fees and federal matching funds.

Changes hospital licensing fee structure to $55 per bed (or lower amount set by department rule), with critical access hospitals and safety-net hospitals exempted from fees.

Exempts long-term acute care hospitals and rehabilitation hospitals from requirements to provide emergency department services, requiring them to notify the Department if discontinuing emergency services and to provide community notice and educational materials.

Updates the Illinois Adverse Health Care Events Reporting Law to align adverse health care event definitions with the National Quality Forum and Centers for Medicare and Medicaid Services standards, effective no sooner than 6 months after revision by originating organizations.

Removes word "all" from EMS Systems Act to clarify that the Department classifies emergency departments of hospitals within the State as Comprehensive, Basic, or Standby, with long-term acute care and rehabilitation hospitals with no emergency department classified as not available.
