Changes mandatory free school transportation distance requirement from 1.5 miles to 2 miles for pupils in community consolidated, community unit, consolidated, and unit school districts.

Allows school boards to provide optional transportation for pupils living less than 2 miles from school and may charge fees not exceeding the actual cost of such transportation.

Updates provisions for transporting pupils attending charter schools and nonpublic schools, applying the same 2-mile distance threshold for free transportation eligibility.

Modifies state reimbursement calculations for school districts providing pupil transportation to account for the new 2-mile distance standard instead of 1.5 miles.

Updates custodian reimbursement provisions for qualified transportation expenses to reflect the 2-mile distance threshold and applies to school years beginning July 1, 2013.
