Increases survivor pension for firefighter's minor children from 12% to 20% of monthly salary when there is no surviving spouse, effective upon the bill becoming law.

Applies the 20% child pension increase retroactively to guardians already receiving 12% pensions on the effective date, with increases beginning on the next pension payment date.

Establishes that for firefighters hired on or after January 1, 2011, survivor pensions equal 66 2/3% of the deceased firefighter's earned pension at death.

Provides annual cost-of-living adjustments starting January 1 after the survivor turns age 60, increasing by 3% or one-half the annual consumer price index increase, whichever is less.

Exempts the state from reimbursement obligations under the State Mandates Act for costs created by this amendatory act.
