Amends the Downstate Firefighter Article of the Illinois Pension Code to expand the definition of "act of duty" for disability pension eligibility to include participation in training activities designed to enhance firefighter skills and abilities.

Specifies that training activities count as "act of duty" whether conducted within or away from the firefighter's municipality, provided the assignment relates to the municipality's fire protection service.

Clarifies that training activities remain considered "act of duty" even when performed without compensation.

Amends the State Mandates Act to exempt implementation of this law from state reimbursement requirements to local municipalities.

Takes effect immediately upon becoming law.
