Reduces timeline for providing special education and related services to students from "beginning of next school semester" to no later than 10 school attendance days after parents receive notice pursuant to federal regulations.

Requires school boards to include only eligible children in special education programs and comply with State Board of Education requirements for identification, evaluation, and placement procedures.

Establishes that disabled students cannot be denied promotion, graduation, or general diplomas based solely on failing minimal competency tests when the failure is directly related to their disabling condition.

Grants parents, independent educational evaluators, and qualified professionals reasonable access to school facilities, personnel, and classrooms for observing students and conducting evaluations, subject to school safety policies and privacy law compliance.

Requires IEP teams for students with autism spectrum disorder to consider specific factors including communication needs, social interaction skills, sensory responses, resistance to change, repetitive activities, behavioral interventions, and impacts on general curriculum progress.
