Amends the Mental Health and Developmental Disabilities Code to change court-ordered outpatient admission procedures, allowing custodians to apply for court authorization to transport respondents to "a mental health facility" rather than a specific hospital.

Limits detention of persons admitted to hospitals under outpatient orders to 24 hours (excluding weekends and holidays) unless a petition for involuntary inpatient admission is filed within that period.

Modifies the Mental Health and Developmental Disabilities Confidentiality Act to allow disclosure of mental health records when accompanied by written consent of the person whose records are sought, in addition to court orders.

Updates subpoena language requirements to specify that mental health records may be disclosed either by court order or by written consent under Section 5 of the Confidentiality Act.

Clarifies procedures for revoking orders for alternative community treatment when recipients violate conditions or when community treatment no longer provides adequate safety assurances.
