Amends the Department of Transportation Law to replace the term "State road project" with "new construction or reconstruction project undertaken by the State for roads" in provisions regarding road building criteria and life-cycle cost analysis.

Requires the Department of Transportation to conduct life-cycle cost analysis for pavement projects exceeding $500,000 in total costs that are funded wholly or partially with State or State-appropriated funds.

Mandates that the Department design and award paving projects using materials with the lowest life-cycle cost, ensuring efficient use of State funds over the pavement's entire lifespan.

Allows the Department discretion to exempt interstate highways with high traffic volumes or experimental projects from life-cycle cost analysis requirements.

Permits the Department to use comparable data from states with similar climates, soil structures, or vehicle traffic when Illinois has no historical project data available for analysis.
