Allows township organizations coterminous with municipalities to be discontinued and abolished upon referendum approval, triggered by township board ordinance, municipal authority ordinance, or petition signed by at least 10% of township registered voters.

Upon majority voter approval, township organization ceases on December 31 of the year when all current township officers' terms expire, and all township rights, powers, duties, assets, property, liabilities, and obligations transfer to the municipality's city council or board of trustees.

Current township officers continue serving until their terms expire; thereafter, the municipality assumes all township duties and responsibilities by ordinance, delegating them to municipal officials, employees, or through intergovernmental agreements with county or state entities.

Amends Property Tax Code, Public Health District Act, Illinois Public Aid Code, and Illinois Highway Code to establish that municipalities assume township duties regarding tax assessment, public health districts, public aid administration, and highway commissioner functions.

Proposition cannot be resubmitted for 4 years after voter rejection; petition signatures must be dated within 90 days of filing deadline; records of discontinued townships transfer to the municipality's city clerk's office.
