Amends the Firearm Owners Identification Card Act to establish that regulation of firearms, ammunition, and related accessories are exclusive powers of the State, not local governments.

Prohibits local governments, including home rule units, from requiring registration of firearms, ammunition, or owners as a condition of ownership or possession.

Prohibits local governments from requiring any person or entity to report firearm or ammunition sales or transfers, or from maintaining firearms registries or lists.

Voids all existing and future local ordinances and resolutions that impose any registration requirements on firearms and ammunition ownership or possession.

Takes effect immediately upon becoming law and is designated as a limitation on home rule powers under the Illinois Constitution.
