Amends the Counties Code to authorize DuPage and Peoria Counties to establish stormwater management planning committees with equal representation from county boards and municipalities to develop countywide stormwater management plans.

Requires stormwater management plans to consolidate existing frameworks, set minimum floodplain and stormwater standards, and prepare for management of stormwater runoff including natural and man-made drainageways.

Authorizes counties to levy an annual property tax of up to 0.20% of taxable property value or adopt a schedule of fees on real property to fund stormwater management activities, with Peoria County requiring voter approval via referendum.

Allows counties to petition circuit courts to dissolve drainage districts that conflict with adopted stormwater plans, with provisions for districts implementing consistent plans to request exceptions.

Exempts production agriculture land and facilities from county stormwater regulations, and permits municipalities with stringent stormwater ordinances to be exempted from county enforcement if their standards are consistent with or exceed the county plan.
