Creates a new Retired Law Enforcement license plate available to eligible Illinois residents for passenger vehicles and motor vehicles under 8,000 pounds.

Charges a $25 fee for original plate issuance ($10 to Illinois Sheriffs' Association Scholarship and Training Fund, $15 to Secretary of State Special License Plate Fund) plus a $25 annual renewal fee ($23 to Sheriffs' fund, $2 to Secretary of State fund).

Establishes the Illinois Sheriffs' Association Scholarship and Training Fund as a special state treasury fund to receive revenues from plate fees.

Fund monies shall be distributed as grants to the Illinois Sheriffs' Association for scholarships to the Illinois Teen Institute or accredited colleges, programs for elderly and teens, and law enforcement training.

Secretary of State determines plate design, color, and eligibility requirements, and may issue plates as vanity or personalized plates.
