Adds employees of the Illinois Sentencing Policy Advisory Council to the list of positions exempt from state civil service jurisdiction under the Personnel Code.

Modifies the composition of the Illinois Sentencing Policy Advisory Council to include two sitting judges appointed by the Chief Justice of the Illinois Supreme Court, with one from Cook County/First Judicial District and one from another judicial circuit.

Changes appointment process for retired judges on the Council, requiring those appointed after the effective date to be selected by the Chief Justice of the Illinois Supreme Court rather than Council members.

Removes the position of assistant Director of the Administrative Office of the Illinois Courts as an ex-officio member of the Council.

Requires the Council to report annually to the General Assembly, the Illinois Supreme Court, and the Governor.
