Adds "person authorized by a local authority to direct traffic" to Section 11-203, making it unlawful to willfully fail or refuse to comply with lawful orders from such persons, with a mandatory fine of $150 for violations.

Authorizes local authorities under Section 11-208 to certify persons to control traffic for processions or assemblages on highways.

Maintains existing restrictions on local government authority regarding motorcycles, including prohibiting ordinances that restrict motorcycle access to federally or state-funded highways and prohibiting mandatory motorcycle helmet requirements.

Clarifies that local governments may regulate motorcycles for traffic control purposes and in accordance with state law, but cannot regulate them in a manner inconsistent with the Illinois Vehicle Code.
