Establishes new procedures allowing the Prisoner Review Board to issue certificates of eligibility for sealing Class 3 and 4 felony convictions for persons meeting specific criteria, including a 5-year waiting period after sentence completion.

Creates a certificate of eligibility for expungement for veterans with Class 3 or 4 felony convictions who have received an honorable discharge or completed one tour of active duty in the U.S. Armed Forces or National Guard.

Prohibits Board certificates for certain offenses including sex crimes, firearm offenses, crimes of violence, and drug offenses unless the applicant completed a drug abuse program.

Modifies the Criminal Identification Act to add new sealing and expungement procedures under subsections (e-5) and (e-6), with procedures for service of petitions and documentation to support applications.

Limits petitioners to one certificate of eligibility for sealing in their lifetime and requires a 4-year waiting period before reapplying if denied, unless the Board Chairman grants a waiver.
