HB1549 Summary

• Directs the Department of Transportation to establish a Technical Advisory Group to develop performance measures for evaluating and prioritizing all future transportation infrastructure projects.

• Requires the Technical Advisory Group to include representatives from the Department, Metropolitan Planning Organizations, and other partners to establish and formalize performance standards.

• Mandates minimum performance criteria including access and mobility, system preservation, multi-modal choices, safety, environmental improvements, economic development, and transparency/accountability.

• Requires the Department to report recommendations to the General Assembly by September 1, 2014, and implement the performance-based prioritization system beginning in Fiscal Year 2015.

• Mandates that starting in Fiscal Year 2015, the Department's multi-year highway improvement program must document how performance measures were applied to project selection and funding decisions.
