IL HB1652

Amends Fish and Aquatic Life Code and Wildlife Code to add violations of Section 48-3 of the Criminal Code of 2012 (hunter or fisherman interference) as grounds for license and permit revocation and suspension for up to 5 years.

Creates new criminal offense of "hunter or fisherman interference" prohibiting intentional obstruction, disturbance, blocking, or harassment of lawful hunting and fishing activities.

Adds drone use that interferes with lawful wildlife or aquatic life taking as a violation of hunter or fisherman interference, classified as a Class A misdemeanor.

Establishes criminal penalties: first violation of interference (paragraphs 1-8) is Class B misdemeanor; second or subsequent violations are Class A misdemeanor with mandatory minimum 7-day imprisonment and ineligibility for court supervision.

Allows courts to issue injunctions against interference conduct and award damages to affected persons, including punitive damages and reimbursement for license fees, travel, guides, equipment, and supplies made futile by interference.
