State agencies must report the aggregate dollar amount of bills held as of June 30 to the Office of the State Comptroller by October 1, 2013 and annually thereafter on October 1.

The State Comptroller must post reported bill amounts on a public-facing website as soon as possible after receiving each agency report.

"State agency" includes all executive branch officers, boards, commissions, departments, universities, and other state entities created by constitution or statute, but excludes local government units, school districts, and legislative or judicial branch entities.

This Act takes effect upon becoming law.
