Adds Section 5i to the State Finance Act authorizing the Department of Human Services to transfer funds from closed state mental health or developmental disabilities facilities to the appropriate line item for new venues of care, subject to Governor direction.

Amends Section 4.6 of the Community Services Act to require net proceeds from the sale of closed state mental health facility real estate be deposited into the Community Mental Health Medicaid Trust Fund.

Requires net proceeds from the sale of closed state developmental disabilities facility real estate be deposited into the Community Developmental Disability Services Medicaid Trust Fund.

Directs the Divisions of Mental Health and Developmental Disabilities to determine available funds from property sales to address life, safety, and care concerns at remaining state-operated facilities serving individuals previously housed at closed facilities.

Permits use of net proceeds from facility property sales for services and supports, construction of new facilities, and requires the Department of Human Services to consult with advocates and advocacy organizations regarding spending plans.
